The Peace History Society is seeking nominations for its special award for authors who
have published an outstanding article on peace history. Articles may be about the history
of the peace movement, the responses of individuals to peace and war, the relationship
between the peace movement and other reforming groups, gender-specific issues in the field
of warfare and peacemaking, comparative analyses, or quantitative studies. The value of
the prize is $US500.

The Peace Studies Association (PSA) invites its members to nominate individuals who
have made an outstanding contribution in the field of peace studies to be considered for
its award, which will be presented at the PSA's spring meeting. The following criteria
will be taken into consideration when awarding the prize:
- outstanding contribution to teaching/work with students
- original contributions to peace studies
- commitment to the PSA
- outstanding contributions in the area of research, education, or intervention in a major
conflict of current interest
- promotion of peace studies
- assistance to currently active peace-researchers
- involvement in broad-based areas from the personal to the international level; a global
perspective
- successful integration of research and practical activity

The Copenhagen Peace Research Institute (COPRI) wishes to recruit the following two
members of staff for its planned `Global Governance and Peace' (GOV) project, to begin in
late 1999:
Projektseniorforsker (Senior Project Research Fellow), to define the project's
parameters
Forsker (Research Fellow)
Both posts are for a fixed three-year term in the first instance, but may be renewed.
The GOV programme is intended to support and complement the following existing programmes:
`European Security', `Security in the Nordic and Baltic Sea Area', `Military
Restructuring', `Intra-state Conflict: Causes and Peace Strategies'. The special focus of
this programme will be theoretical and empirical analysis of the institutionalized of
international relations and the emergence of networks of global and regional governance,
their effectiveness, legitimacy, and their relationship to peace.
Candidates for the Projektseniorforsker post should have a doctorate and two
years' research experience; candidates for the Forsker position should be
postgraduates. Candidates for both posts should be able to offer proof of significant
activity in the above-mentioned areas, should be able to work in a team, and be fluent in
English.

Peace Review is a transnational multidisciplinary quarterly that publishes essays
from the field of peace studies in the broadest sense. Each issue contains not only essays
on the chosen special theme but also articles on issues such as: war, violence, human
rights, political economy, development, culture and awareness, the environment, and
gender- and race-related themes. Contributions are invited, both on the chosen theme and
on other topics, for the following issues:

The AFB advises readers that, as part of its function as an information,
advice, and contact centre, it maintains a reference library of some 10,400 volumes and 75
periodicals. The library's holdings grow by about 500 titles a year and are catalogued
under 145 rubrics relating to peace research and international relations. The library is
open to the public from Monday to Thursday from 8.30 a.m. to 12.30 p.m. and from 1.30 p.m.
to 6.00 p.m. and on Friday from 8.30 a.m. to 2.00 p.m.

As part of its information work, the AFB maintains a data base of national and
international research establishments and researchers. This currently comprises 118 German
and 169 non-German institutions and individuals engaged in research. The data base is
constantly being expanded and updated (changes naturally depend on the relevant
information's being made available to the AFB), and it indicates which of the following
broad fields the particular organizations and individuals are working in: (1) peace
theory/international relations theory/basic research; (2) global threats (economic and
ecological issues); (3) causes of war; (4) East-West relations (security, economics,
culture); (5) security policy (arms control, disarmament, alternative concepts, civilian

`Pax Americana: World-Power Politics and Peace on the Threshold of the
21st Century'
Lambrecht and Brussels, 12-26 March 1999
In 1941, in an article in Life Magazine, the co-founder of Time
Inc., Henry Luce, announced the advent of `the first American century'. Whether or not he
meant the century that is now coming to an end, or the period until the 2040s, the time
since 1917, if not before, can rightly be claimed to have been an American-dominated
century.
This fact has prompted the Hessische Stiftung Friedens- und Konfliktforschung (HSFK:
Peace Research Institute Frankfurt--PRIF) and the Atlantische Akademie Rheinland-Pfalz
(AARP: Atlantic Academy of the Rhineland-Palatinate), to devote their ninth spring academy
on security issues, taking place on the threshold of the twenty-first century, to a number
of questions that look both backwards and forwards: What are the peculiar characteristics
of American dominance in politics, economics, society, and culture? Has this dominance
been--and does it continue to be--a blessing to humankind, or is it something we can do
without? What remains of the Pax Americana, the American-influenced world-order, now that
the Cold War is over? Is the last world-power really an `indispensable nation', as
President likes to describe it? Is it really `bound to lead', as the Harvard political
scientist Joseph S. Nye claimed in 1990, or can the world do without this leadership? Will
`the first American century' not even last a hundred years, or will it be followed by a
second, and even a third?
These and other questions will be the subject-matter of our spring academy, which will
take place from 12 to 24 March 1999 in the Pfalzakademie in Lambrecht (near Neustraße on
the `wine route') and will end with an excursion to NATO headquarters in Brussels
subsidized by the German Ministry of Defence.
An especially warm invitation is extended to undergraduates nearing the end of their
course of study, to graduate students, and to anyone interested, for professional reasons,
in further training in peace and security policy. Lecturers and discussion-leaders will be
drawn from the research staff of the PRIF and other institutions in Germany and abroad and
from representatives of politics and diplomacy. Participants may sit a three-hour
examination, for which a certificate is awarded.
The number of participants is limited to thirty. The conference fee is DM840 (DM420 for
students/unwaged sharing a double room) and covers pre-conference material, accommodation
and full board in Lambrecht, and travel and overnight costs on the excursion. The
information-pack containing the pre-conference material will be sent to all participants
by mid-February and should be studied before the start of the academy.
